Billy Wayne Frailey, 76, of Waco, passed away peacefully after a brief illness on October 2, 2025.
A visitation will be held at Waco Memorial Funeral Home on Monday, October 6, 2025, from 6:00 to 8:00 p.m. A celebration of Bill’s life will take place at Waco Memorial Funeral Home on Tuesday, October 7, 2025, at 10:00 a.m., with Pastor Robert Nelson officiating. Food and fellowship will follow in the funeral home’s reception center.
Bill was born on August 15, 1949, in Alhambra, California, to parents Cecil “Buster” and Francis Frailey. He attended school in Shamrock and Cisco, graduating from Cisco High School. In 1970, Bill proudly joined the United States Navy, where he served aboard a nuclear submarine. Following his service, he attended Cisco Junior College and Baylor University, earning a degree in Criminal Justice.
A Life of Adventure and Friendship
Bill lived life to the fullest, embracing adventure, laughter, and time spent making lasting memories with those he loved most. He founded Central Texas Security & Fire Equipment, Inc., where he built not only a successful business but also a lifetime of friendships. After retiring in August 2017, Bill left behind a legacy of professionalism, kindness, and integrity. He was also a Master Mason, a member of the Scottish Rite, and a proud Shriner who participated with the Motor Escorts.
Bill especially loved hunting with his son Matt and spending time on or near the water, one of his favorite places to be. He enjoyed visiting the shooting range, attending vintage car shows, and sharing his passion for classic automobiles.
He loved spending time with family and friends, often hosting or attending gatherings where his warmth and humor brightened every room. Bill was the kind of friend everyone hopes to have, always ready to listen, lend a hand, and offer thoughtful advice. He had a special love for Christmas, the celebration of Jesus’ birth, the lights, the tree, the food, and most of all, the time spent with family remembering those who came before.
Bill was deeply proud of his family, especially his son Matthew, who is nearing completion of his doctorate in Clinical Psychology. Those who knew Bill can imagine his proud smile as Matthew walks across the stage to receive his degree.
Legacy and Remembrance
Bill was preceded in death by his parents, Cecil “Buster” and Francis Frailey, and his older brother, Glen Allen Frailey, of Fort Worth and first cousin (more like a sister), Linda Christian, of Florida.
He is survived by his loving wife, Tami; his son, Matthew; his daughters, Vanessa and Debra; two grandchildren; one great-granddaughter; and numerous nieces, nephews, and friends who will miss him dearly.
